If they been knowing each other from before, maybe from school, and back when he was also under 18, it makes things better.
Legally, an adult should not “date” a minor. Personally I think is stupid because of situations like the one you describe.
Being friends from before from the same school can help, and even more if their parents know about the friendship and/or relation from before and they approve it. In fact, that is the best case.
Otherwise, things are more difficult. It just take one phone call from anybody that knows the couple, and the police will be knocking at his door to investigate. And will lead to his arrest if anybody actually declares that have reasons to believe they have been doing anything close to sex. Investigation will be done after he is in jail pretty much.
Again, I am against that because is not always the case. But also the law can be flexible, like if the parents agree with the relation, then they would step in right away and declare the boy is innocent (assuming they believe so).
Is complicated. Best thing to do is to be discrete with the relation if nobody else knows. And avoid any intimacy until the girl is 18 and/or ready to do so (and assuming he is of course, you never know).
And even if they know from before, still they need to be very cautious about what they do. The wrong move can lead to big problems.

Everyone lives their life by their own standard. Perhaps he feels she's too young, or just not ready, for a sexual relationship. He may believe that sex, before marriage is wrong. The girl should talk to him, and see why he's not interested in having sex. It's important to communicate with each other. It's just not an issue of right or wrong, but is an issue of what's right for them in the relationship.

nope not at all. i 19 year old guy will try to take advantage of any girl possible. He will say to her you're beautiful, i love you all the BS and then she will give it up to him and he wil the be the first to leave. dont take that risk, find someone closer to your age and who actually wants a relationship if you want one. Don't put yourself out there for sex, it will ruin your life.

Seems like the boy has had sex and the girl has not and the truth is he's too old for her. In teen years, three years is a big difference.

As long as the guy does not pressure the girl into doing something she is not 100% comfortable with then there is no problem. But if he begins to get inside her head and pressure her into things then that is a clear sign he is only after something and does not truly care about her and her feelings.

It is right as far as you two wanting what you want, but it only wouldn't be right if you ever were to keep telling him u want to do this or that, and he wouldn't want to. And as long as he's not harassing you about it, i don't see anything wrong
