I would not say so. It is perhaps the one true anarchic state, it is not and cannot be regulated by the governments of the users (this position is protected by Tor etc). It can never be the property of others it will always be a collective. Neither is it capable of independent thought, it is only ever what the users will put into it. I dont think it is even possible to quantify what the internet is.
It think if it does do anything; it will bring the world out of disparity in terms of economics; information is power and knowledge can free from poverty.
