You can get these from carpet shops and similar - it's just a type of underlay that can be cut to size, and it does work. My mother has them all over the house.

most carpet and rug shops also sell little 'claw' feet that you can stick to the back of the rug - they have small steel claws and are really effective. The only trouble is that, with long term use, they can make a hole in the pile of the carpet; however, if you have a good quality carpet and a thick rug then you probably wouldn't notice.
Rug shops also sell a special underlay too - I cannot remember the name but you can buy a roll quite cheaply - about a tenner, I think, and cut it to size. It stays underneath the rug and is slightly adhesive to the touch but the good thing is that it doesn't damage the rug or the carpet and is very effective. Places like Allied Carpets used to stock it - it's called rug underlay.

No on second thoughts thats cruel. You need to stich rubber pads on the corners and the center of the rugs. This normally adheres to the laminated floor and carpets (if you need it for carpets you can get spikey pads) and stops them walking.

You can get some rubber "stickers" for under your rugs.
But it's best to take rugs off the carpets, rugs only look good on wooden floor.

purchase a rubber rug liner. They sell them at maximum domicile shops. ( even at Wal*Mart and so on.) it is going to be somewhat smaller than your rug and could provide up it from creeping.they are esp. handy in case you have a rug down on precise of carpeting.

if you go to B&Q they sell double sided sticky carpet tape for carpet to hard floors and carpet to carpet, it really does work trust me i used it. buy the way i work part time at B&Q

You need to buy some underlay to stop it shifting. Sticky tape won't last long at all.
