Yes you can re-use mini DV tapes many times over..

You should also be able to transfer video from your camcorder to a PC so you get to keep your video and then re-use the tape.

As the mini-DV still uses the tape system, a tape over time may loose some of its quality through general wear & tear, you may notice this after some years at which time if required you can buy a new tape.

For taping you and your buddies kidnapping your neighbor's cat and posting it on youtube? Probably

If get bored with the above, and you plan on showing a stunt of lighting your hair on fire and posting that on youtube, but only have one chance at it before all your hair is gone? Probably should go with a new tape

For taping your best friends wedding? Maybe

For taping your best friends wedding where you were the only person with a camera? Probably not

yes, but if you want to keep the stuff on your tapes, transfer it to a dvd.
