Try offering a treat to get him going, keeping it just out of reach when he gets up, walking around the house at first for a few minutes, then reward him with the treat. Extend the walk around the house a little bit further each time until he's used to it, continuing with the treats until he's comfortable with the leash, then go out the door and down to the sidewalk. Don't make the first walk outside too long at first, but always reward him afterwords. After a while you can wean him off the treats, but always praise when he's done what you want him to.

Laurie is absolutely right. Put some tiny treats, the kind that are packaged as training treats, in your pocket. You don't want something large enough that your dog has to chew it, something the size of an "oyster cracker". Then do as Laurie says.

If this doesn't work, then you will need to take him to training classes.
Good luck!
