I would skive away just as soon as you have done all the important things which need doing.

You are being paid to work, I am certain you can find something productive to do, why not clear out some cupboards, tidy the office or offer to help another person / department?

Why feel guilty. I am sure that you do your share around there. It is nice to have a slack day. Enjoy it, just don't be obvious that your slacking, or lips will flap.
