A true devotee.. has the following featurs in him..
1} He who always feels that he is not a true devotee althogh performing the best of his devotion.
2} He who feels that any other person in this world, is always a better devotee then him.
3} He doesn't even make his surroundings feel that he is doing devotion.
I think these are good points of a true devotee.

According to me a true devotee is a person who help the other people in their difficult time. It is not a matter of wealth whethere u help the person physically or by giving ur love or any way. But today each man becomes selfish even I saw in buses specially women don't left the seats or young guys don't want to left the seat of lady or physically handicaped or senior citizen seat but if u think or do this small thing then I think this shows that we r doing something for good because we all know that our soul contains the power of God and even our one great Saint Swami Vivekananda Said :
To help the humanbeing is the biggest sewa of God
So according to me if u help some one in one way or other i just give a small example to u there are several small small examples of this a devotee is not a person who left all her responsibilities of world or your own house only indulge in japa then this is not a devotee a devotee who do all her responsibilities of life and even do the jappa of God side by side that is the true defination of God.

Who has unstinted faith. Like Arjuna. Ekalavya. So on so forth. Who can see only positive things, visualise the divine spirit. The devotee of His Holiness Saibaba is a true devotee. Those who are taking Deeksha for Ayyappa are also devotees. Bhakta Prahalada, Bhakta Ramadas so on so forth. I too can say I am also a true devotee of Lord Rama. Performing the Ramayagna from the last ShriramaNavami (2006) to the coming Srirama Navami. The person who is doing his allotted duties. Thanking you.

We can find answer for this from 3 sources:Guru or Sadhu or Shastra.I have got a common answer from all these.One who have love to do seva,sevabhav,unflinching love & un conditional ,non motivated love for Supreme Personality of God Head Sri Krishna is called as a True Devotee.

TEXTS 13-14
One who is not envious but is a kind friend to all living entities, who does not think himself a proprietor and is free from false ego, who is equal in both happiness and distress, who is tolerant, always satisfied, self-controlled, and engaged in devotional service with determination, his mind and intelligence fixed on Me—such a devotee of Mine is very dear to Me.
