In general there is a delay in the construction process of this project. However, in terms of the quality of the implementation, it can be said that *it is quite good* and it has given many benefits to the Tsunami victims, especially in North Aceh area, Seuneddon, where the unemployed local residents, suppliers and contractors are accomodated.

You have a lot of awkward wording here, see what you think of this:

In general there has been slow progress in the construction of this project. However, the project has been handled admirably and great emphasis has been put upon attention to detail. This has benefitted the Tsunami victims tremendously, especially in the North Aceh area, Seuneddon, where the unemployed local residents, suppliers and contractors reside.

I agree with the first response. My other suggestion is that quotes appear unnecessary, as it is neither a slang phrase, nor is it a quote that is attributed to a specific person, or otherwise in need of clarification.
That's just my gut reaction when reading it, I'm not an English teacher.
I did learn that reading your writing aloud can be very helpful for flow of ideas, etc. as a way to double check yourself.

Yeah, it fits fine grammatically.

But it kind of changes the pace... You go from more elaborate wording to vague, elementary-level wording. If you could find a synonym for "good", that would be "good" :D
