my younger brother has yellow teeth.the enamel is also brushing off.is there any particular way to prevent it without going to the dentist?.can u refer some medicines which may regain the whitness of teeth?. does the water of any particular place has anything to do with yelloness of teeth?

Make sure he's getting enough calcium. Look up the foods that have a lot of calcium, such as dairy products, and eat lots of them. Be sure he brushes his teeth well.

Unfortunately he does need to see a dentist.

For now he can try to not scrub while brushing but rather use gentle circles when brushing. Mediction will not help, because the enamel has already formed a long time ago. If he is young he might need those teeth filled where he brushed the enamel away.

The teeth will become sensitive if part of the enamel comes off.

My suggestion is to have looked at by a dentist.

if he is brushing the enamel away he probably brushing his teeth too hard. my best advise is to visit the dentist. most whitening products on the market arent that good but there are whitening techniques that a dentist could do if it bothers him alot. also diest can be a factor especially if he drinks alot of tea or coffee. smoking is another factor.
if he goes to a dentist maybe a week before the appointment do a food diary to show the dentist what food he is eating so he can explore that as well. also he needs to be shown a brushing technique brushing hard, isnt always the best way.

Ask your younger brother to wash his teeth with a brush and Ca(BaCO)2 (calcium di carbonate).
Wash with H2O (water)
