quotas are unconstitutional by us supreme court case several years ago. if found using them, the govermental unit doing so can be sued for damages. some places try to justify them, but there is no defence if they are caught because they are illegal.

We don't have quotas, we can write as many as we want. Seriously, unfortunately it is used as a productivity measure. How can you define how much crime you have prevented in a day? You can't force people to commit crimes to have a bunch of arrests for your weekly productivity sheets. So how to judge just how "productive" a taxpayer paid public employee is? Would we be okay with him/her driving around in circles all day or parked under a tree? Technically and legally ticket quotas are illegal but it is not unreasonable for a supervisor to expect a cop to turn in something everyday. Besides, they don't have to write tickets, they can write warnings which don't cost the violator money.
It's funny you mention "an abundance of police who are not needed" but let someone break into your house and then it will be we need more cops or where were they?

Police abundance is needed. Never hear of ticket quotas. There are three Law Enforcement people in my family, they should know. When some one dislikes the Police as much as it appears that you do, you must have some thing to hide.

If you really want an answer, try this, go to your local police or sheriffs department and ask to ride along with traffic enforcement personnel for a few days a week for a month. I guarantee you will come away with a new perspective and all your questions will be answered.

you cant have a quota...as soon as you do some defense atty will get the officer on the stand and ask"did you give my client his ticket because your were short on your quota and not because he broke the law and deserved it?"...there goes the case...quotas dont happen....they CANT happen
