and NOT be interested?
This guy I know does all of these things, and he'll even do double takes at me but he won't ask me out.
I don't know if I'm following his signs correctly.

Some guys are uneasy to draw near a girl and ask her for a date. He sounds like he is interested in you. If you like him say “I saw you blush so you like me?” if you don’t like him tell him you are not interested so he can move on. If you want to go further—“why don’t you ask someone you like out?” assume that you gave him a hint that it was you that he liked.

Maybe he is shy...
Ask him out instead.
It's obvious he has got a major crush on you.
If he rejects you, you have the right to throw a major hissy fit!
