Japan, Germany and Italy had a mutual defense alliance. Japan bombed Pearl Harbor, Hong Kong, the Phillipines and several other targets on December 7 (December 8 on the other side of the international dateline) pretty much simultaneously. Many of the British targets were largely undefended as the British had been fighting Germany and Italy for over 2 years by that time. When the United States declared war on Japan, Germany and Italy honored their obligations under the Axis treaty by declaring war on the United States. The British were jubilant that American might had joined their battle.

WE didn't declare war on Germany until Germany declared war on US this was followed by Italy the same day Dec 11,1941. The Germans wanted to starve out the Brits we had prevented this by securing the western Atlantic with our fleet it was called belligerent neutrality where we don't declare war on a country but will attack any combat ships in the Western Atlantic. This worked for a few months then Pearl Harbor happened the Germans figured we would have to send most of the Atlantic fleet to the Pacific to fight the Japanese so they figured it was safe to declare war on US while we were down.

the U.S. declared war on Japan for bombing Pearl Harbor. Germany, because it was an ally of Japan, declared war on the U.S., backing and defending its ally. Therefore, the U.S. was at war with both Japan and Germany.
