There is a problem with the logic in the question.
If you make a lot of photos smaller and mail them together you can still bump into the limits for a mail message. Many times the limit is 5MB so no matter how small you still can not have them add up to more in 1 message.
If you use a Mac there is a simple pick list on the outgoing message to reduce the size. I do not know what a PC offers but there will be a way.
Consider these options though as it might work better.
1. www.pando.com. They have a free service where you can ship files that are 1GB in size. You send the package using the Pando server and the other person gets an email letting them know to download the package. They get and email heads up message but the download happens outside of email so there is no 5MB limit.
2. Use a photo sharing service. Pick one that lets you restrict who can view the photos. Then send people the URL and password. That way they can download the photos if they want or they can just view them using a browser. This is better than filling their email inbox. It also saves you from clogging up your outgoing mailbox. Both points would apply to Pando also.
Others can suggest the best photo sharing services.
On a Mac you can just 'publish' your photos and a URL is sent to the people so they can see them. They also get updates if you make changes to the photo album.

The easiest thing to do long term is to download and install Picasa from Google. You can set up your emails to be sent at whatever size you wish (remember 72 dots per inch) OR one of my favorites is to post as many images as you want to the free personal website available (you must sign up for a Google mail account) and then send an email link to the website where the images are stored (in printable resolutions!) and can be downloaded by the folks you send the link to.
The Picasa software also allows you to crop, color correct, sharpen, and lighten and darken your images before you email them or post them to your website.

1- open in photoshop
2-right click the pic header,image size,change the resolution to not more than 200 px/inch
3- open the file menu in the toolbar,save as,choose jpg,save
4-in the jpg window slide the handle to "medium 7",ok
5- ckeck the file size now ,if it is smaller than 200,it is good,otherwise,delete it and save another one with sliding the handle to lower value,6,5,4

Have you got Photoshop? You need to change the resolution, which in my version is under Adjust : 'Image size'. You should aim for 200 dpi.
