If we did everyone (including our own countrymen) would say how terrible we are for killing poor innocent people. We should stay home and do nothing - certainly not call out the military to fight. We are always the "bad guy" no matter what we do or don't do. They killed US citizens on US soil and look at all the flak the President gets for going after them. A few hours after the twin towers were hit, the media showed a poor mid-east woman holding a baby and said "we can't do anything - just let it go - it's not their fault." (As though we were going after women and babies instead of the terrorists who came to us and killed our women and children). We are like sheep being led to the slaughter by all the sick "don't stand up for yourself and let us kill you as we wish" rhetoric.

If Al Qaeda had had Nuclear bomb , they would have nuked America Long Ago, but actualy they don't have any nuclear bomb with them.They are just a group of peoples who are fighting with little force agaisnt America and Britain, And though in totally wrong way, Killing innocents for taking revenge from the governament is hateful, I would call it worse form of terrorism !!
And Btw AlQaeda is also highlighted for the things which they have not done even , for the sake of some political gains !

YOur question goes to one of the key points in asymetrical warfare. Terrorist groups don't have governments, and they hide among civilians. Basically, if you want to win an asymetrical war, you have to drop out of the geneva conventions and start engaging in some seriously inhumane collective punishments. Eventually somebody has to come to the conclusion that the survival of America is worth more than fake morality.
(And judyr8 below me, that is only in the movie The Sum of All Fears. In real life, everything becomes radioactive, and the "radiation signature" of the radioactive concrete, dust, little kids etc. would mask tiny variations like that. YOu would not be able to tell where the bomb came from except by examining yield and blast info. The USSR for example produced high yield, high radiation bombs. US bombs are lower yielding lower radiation because they are technically more advanced. An Indian or Pakistani bomb would have huge radiation, moderate yield because they are the least advanced. )

Its a tricky one. Who can the US retaliate against? If Al Qaeda use one there isn't much the US can do unless they can prove that a state helped them with it. Fortunately these things require a lot of money, scientists, laboratories, factories to make and a group like Al Qaeda doesnt have all that stuff

That would be like saying you can graduate high school and immediately launch a career in international crime by piloting an aircraft carrier by yourself.
Al Qa'ida can't do anything more than pick up a piece of plutonium and drop it in a ventilation duct. The sophisitacation required to build, test and deliver a nuclear weapon takes entire governments years.

basically, they can tell where the bomb was made simply by the radiation given off, Every area that produces radioactive material has a different radiation signature. We'd be ableto figure out wher that plutonium came from and blow the crap out of that ,( and surrounding,) country.
