As an example someone suggested nero I dont believe nero can do this any suggestions?

There's a bunch of freeware CD burning tools. Deep Burner, CDBurnerXP Pro. Heck, even Windows XP comes with its own in-built CD burning. You don't need any special software to burn eBooks to a CD, they're just regular files.
