who, do you think, should pay for the external costs of driving?(by external costs, i mean things like pollution and health costs.)
do you think it (the external costs) should be paid through a tax on gasoline? or should the gov. pay for it? reasons, please :)

That is why some states have an aggressive program to inspect vehicles, and there are laws on the books in other states which don't to take gross polluting vehicles off the roads. When running correctly there are no particularly dangerous pollutants released. And I fail to understand what you mean by health costs.
