On an infraction in WA there is a space for phone number. If your address has changed and not on your license, the officer can verify that through what is called a 911 reverse. He can find out to what address and person the number is assigned. Unless of course it is a cell.
Oh, and yes he can send it in the mail.

No, they cannot send you a ticket after the fact, they have to give you a ticket then. You got lucky, though usually they only let you go if "They Have To Go", like something else bigger is going on.
Also, I don't know what state you're in, but I'm in CA and my liscense doesn't have my number on it and I have never been asked. If that ever happens again get his/ her badge number, JIC
Cops can be intimidating, and know it. Look up your state laws. It is always a good idea to know your rights. most states have their laws on a website.

No you won't get a ticket in the mail. More than likely you scared the devil out of him and he wanted to make sure you were not drunk or something else. Once you checked clear he decided no ticket was needed. With the info you stated here you could have gotten 2 right on the spot. As far as keeping a phone number? Are you hot?

In Missouri, misdemeanor charges can be filed up to 6 months after the offense occurred.
I don't normally ask for a phone number on a traffic stop unless there is some question as to the identity of one of the occupants of the vehicle.

supermer is wrong I mail tickets all the time
next time a cop is running code and you dont get out of they be cafeful you might get a ticket in the mail
all you have to do is tell the dispatcher to copy and hold the plate then when you get done withthe important call and you are still thinking about it BAM mail them one or drive over to thier house and give it to them in person

your two hours of paper work and neither of you are anywhere near the same agenda, only the road makes u similar, the scope of his work has a checked u out a legal sober, insured and scared as hell so that is just about as good as a ticket and , look twice next time
