For DVDs you need MPEG2.
Divx is a commercial product whereas Xvid is an open source program.
Both programs use the same video encoding scheme. So the picture quality is both the same, as Xvid comes from DivX itself.

So ihatea c's answer that one is better than the other is silly.

DivX decided to sell their program, and Xvid decided to keep it free and even releasing the source code (the "blueprints" to the program) so that anyone can make changes for his personal taste.

To make DVDs however, both codecs are unuseable.
You need a program like the Tsunami MPEG Encoder (TmpgEnc) to create a DVD compatible MPEG File and then burn it to DVD using Nero Burning Rom.

However, since MPEG2 is also a commercial format, TMPGEnc is not free and costs money.
