who, do you think, should pay for the external costs of driving?
do you think it (the external costs) should be paid through a tax on gasoline? or should the gov. pay for it? reasons, please :)

what external costs? do you mean as with emissions or polution? modern vehicles dont produce anything dangerous assuming thier running correctly, they produce a small amount of CO and CO2, some water, some unburnt hydrocarbons and some onused oxygen, keep in mind, these are all naturaly occuring gasses. if they are running reach or lean (incorrect fuel to air mixture) they can release NOx(including NO2, nitrous oxide) nitrides of oxygen wich can be dangerous to the atmosphere, or people or animals. but modern vehicles, are very difficult to get to run rich or lean. asbestos is rarely seen now as a friction material, allot of synthetic oils that are safer are used now along with lestor oils made from animal fats(less common) and keep in mind oil comes out of the ground anyway. modern vehicles are actualy very clean compared to even 15 years ago.
