Should I express my concern?

It never hurts to let someone know you care. Everyone appreciates an encouraging word when they're down.

Try giving the professor a gift first and see if it improves the next period. If not, you may need to talk that day. If the professor's condition is some sort of clinical depression that (s)he is not yet aware of, it could be harmful to the class if it goes on for more than a few days.

The gift should be enough of a shake-up and remind him or her of why he or she is there--to teach. The gift could be as simple as a delicious apple--a symbol of teachers in US.

I think that's very sensitive and thoughtful of you. Expressing concern for your professor's difficulty could be very appreciated.

If you mean you are concerned because you think the teaching isn't good enough, that's another thing entirely. I suppose it depends on how much it's affecting his teaching. Could you be more specific?
