You can't make a sweeping generalization like that.
Yes, there are National Guard units where soldiers are allowed more leeway than they would in an active duty unit in terms of meeting height and weight or fitness requirements, but there are also many Guard units for which this does not hold true.
Take the 29th Infantry Division out of Virginia (my home state). They are an infantry unit and infantry soldiers are required to be in shape for obvious reasons. The 29th has been deployed almost constantly since the mid-1990s - Bosnia, Kosovo, the Middle East, Afghanistan. Those soldiers are neither out of shape, nor are they ill-prepared, considering they've been deployed more than most active duty units in the Army.
Also, I'm not sure what these "fat paychecks" are you're talking about, because current drill pay for a National Guard Private is $170, for a SGT $240. When they are called to active duty for deployment, they make the exact same money active duty soldiers earn.

You need to do a little research before you make a statement like this I suggest you go to the nearest National Guard Installation, and ask one of the eleven bravos why he is over paid and fat. Because people that sign up for national guard do it to get their schooling paid for, and the advantage it gives them applying for government jobs. Those people never imagined that they would ever see combat action. It's the military's fault. They should have kept better tabs on their guardsman to ensure that they are in top shape if they were ever needed.
