I think the attaching of fins to any MK is cruel and unusual punishment. Anyone who does it should be fined.

Logically Yes they should be fined.
But practicaly not as they are smart enough to by pass that like suppose even if a law is passed which imposes X amount of fine on the MPs they will (in all probability) bring another law simultaneously (with no discussion and no opposition) to increase their perks by X multipiled by some value to nullify the fined amount.
