Work out how much money you need. Get someone to help you with a business plan. Use the figures at the place where you work to figure out how much the costs will be.
Now use your creative brain- what would be the perfect location, what will you call it, start thinking about the colourful things.
Can any of your friends take part?
Have you got a market for your clothes? If not maybe you should start right now getting your name out there. Its good to start a boutique when things are already moving.
The bottom line of WHEN- is when you get all the money together and go for it. Money is the absolute bottom line at this point. You don't yet have any power over it like a big rich design company. Cut corners with materials or whatever where you can.
You should plan for 5 years in advance and work out how much money you need to bring in each year to pay the bills and pay you. That is the bottom line for every company up to Shell or whatever. Be conservative so if you estimate you need to make 100k aim to make 150k - you have to play it as safe as possible.
Designing is a fragile business, you need room for error. You need to underestimate heavily. YOu may even be better off with a business manager for a partner. Its hard work.
Biggest point: since the bottom line is money, the bottom line is whether people will pay for your product. Ask yourself if they will. Try and prove it by getting people to buy stuff now. If you can test selling it somehow, more the better. YOu have to be confident that your stuff will sell
