Okay I'm 19, there's is this girl I like, and she likes me, we always flirt, if I joke with her in a sexual way like "oh you said you want me to come in the stockroom with you?", etc. she smiles and turns away blushing. She has a b/f and I have a g/f. I asked her for her phone number but she always just say I have a b/f and what about your g/f she's gonna get mad, and things like that. How can I get her to give me her phone number or at least break the ice somehow?

You two have someone else. Why would you even try to get with this lady. Do you not have respect for yourself or you g/f.

If you two are in a relationship, it isn't proper to ask her for her phone number for a date. She knows this, and that is why she is avoiding giving you her number. Shame on you for making sexual advances on another woman while dating another! Most of us consider that CHEATING. Your behavior isn't appropriate. "Breaking the ice" at work with a sexual advance at work is called SEXUAL HARASSMENT and you can thank your lucky stars she or a co-worker hasn't reported you. You can't possibly disguise the fact you want her number by saying "We should be friends", you've already crossed the line. The fact of the matter is, relationships are a two way street and if she chooses not to give you a chance, you can't make her.

usually it's not a very good idea to be too direct with girls. they have to believe that they came up with the idea themselves, because if they think it's your idea then they will feel pressured and then they get resistant.
at the same time, she will not allow anything to happen unless she is free of responsibility; she has to be able to blame you for any problems or consequences.
if you can find any wiggle room between those two hard facts, then you might get somewhere.

No obligations, just a dinner.
Somewhere very quiet, private, small.
You're going to have to be cautious, no bold advances there for quite a while, I'd think.
