Are you so racist to belive that the only people needing investigation are Spanish speakers?
You apper to be pro Mexican. If so you you should know that they are not all fellons needing CIA and FBI investigations. The FBI and CIA needs people fluent in many different languages because there are potential criminals in the USA who speak all of the worlds major languages.
Finally many FBI/CIA jobs dont need a second language. Does one need to speak spanish, arabic or anything but english to work with DNA evidence or annalize photos or reports (all written in English).

There are numerous individuals who have had very successful careers in both of these agencies who are of one language !! And, of the persons that speak other languages within these agencies only a certain portion of them are Spanish speakers (albeit a higher percentage than some of the more obscure dialects) --- there are more agents within the FBI that speak Spanish because the need domestically --- but within the CIA there are many languages spoken because of the global nature of their mission >>>
I find it particularly interesting here though that you find some central "ethnic pride" FOR MEXICO here with the mention of the Spanish language when numerous countries speak that language and are all in focus with the need for the language in communication skills---and I also find it quite disconcerting that there seems to be some kind of not so vague "loyalty" shown towards another country for a person who is IN this country partaking of this country's benefits and circumstance !

I hope you don't get violated. This is not a place for a Clintonesque infomercial
You can be successful as a FBI agent or CIA agent knowing only English. A lot of them have only desk jobs analyzing data. Besides the CIA has plenty of people who can speak Spanish. I suggest that anyone wants tobe a CIA agent to learn Arabic. We don't have enough translaters for all the wire tap we did recently.

Sure you can, if the FBI hires only multilingual people, their payroll would be cut by at least a quarter of what they have now. Linguistics are necessary in a small percentage of the times. Now the CIA is an entirely different story, their operations are primarily out of the country, and I can see where there is a requirement for languages here.

So you asked and answered your own question, then asked and answered another question.... do you want to vote yourself for best answer as well? And by the way, given the fact that the CIA goes all over the world, they might want to learn more than Spanish. Viva EARTH!
