only used to describe differnt police stations in New York City? I have never heard this term used anywhere else

Precinct defines a specific area and yes, it is used in NYC. I have the heard the term used in some states to define areas of large cities. Nassau County Police also uses the term. New Orleans uses the term Parish....other Municipalities use "District"

The term "precinct" is used in many larger cities. It denotes a police district, of various sorts, in many states.
But originally, it was an eastern term for an administrative and voting district. When there were political bosses like Tamany Hall in New York, or other bosses in Boston or Chicago, there were "precinct captains", who ran the patronage jobs and party funds in separate districts of the city. We still use "precinct" today in most states to define a location where a polling place is situated on election day. Other than that, it is probably known most commonly as a police station within a specific geographic area.
