Why can't I pull up Help and Support in Windows XP?

I need to do a system restore, but everytime I try to open Help and Support center, nothing happens. Also, my internet connection fails for about two hours every evening, and now I am unable to view my email messages in Yahoo Mail. Buttons onscreen don't work.

Do a system restore then. restart your PC, hit f8 before the windows splash screen comes up. pick system restore.
