Is there a 3.1 theme available?

you can do it. in appearance, change all the colors. than, do the same with windows explorer. finally, change the startup shell from explorer.exe to a file manager or other type of program to look like the win 3.1 workspace. To simplify it, do the first two, and then remove all the icons from the desktop

i dont think so. at least i have never heard of one.
