Your only course of action is to go to court and hopefully get a new title on the car. You made big mistakes here. The vin he provided is false? Meaning that he had another number written down than is aactually on the car, or is it just an invalid vin on the dash?

Legally you dont own the car until you have a legit bill of sale or title transfer. Now, I thought you said he didnt give you a BOS? If he gave you one, but it only has 15 numbers inthe VIN, that is still proof, and you should take him to court inorder to force him to remedy the situation with the title, or get back all the money you have invested.
