Because there is rarely a law enforcement officer around to ticket them or force them to do otherwise. It also allows them to turn their brains off so they don;t have to use in intelligence when it comes to cars entering and exiting the freeway.

Drivers are generally dumb and don't have a problem showing it.

True story: Im following this cop car on the freeway going maybe 60 in the middle lane of a three laner in a 55 zone. the cop pulls into the left lane and hits the breaks. Now i understand what he's doin so I hit the breaks and get down to 53 or so but he still gets out his lights and tickets me. moral of the story, they shouldn't be exeeding the speed limit in any lane... Dumb

They obviously don't know the law governing lane usage.

Some do it to avoid the traffice coming into the right lane from intersections and the occasional right turn.

If the police would issue more tickets for that, it might reduce the % of road rage.

Maybe there should be a nation wide campaign to post traffic law reminders on bill boards.

Our government is wasting billions of $$ on corrupt contractors in Iraq, why can't we spend a few thousand to make the highways safer?

oh you have NO idea.. me from Canada, I have lived in every major city here. I have taken a personal survey, and not to be discriminatory or anything but 7/10 of those drivers here, are chinese, 2/10 of those drivers are east indian, and 1/10 of those drivers are smoking pot/talking on their cell phone/(both)/eating/etc etc. (I didnt judge by gender here, just by a quick look as i was passing on the right)
FYI I based this survey on 7 straight days at different times throughout the day and within a 300km radius of vancouver, BC, driving approximately 5 hours each day with a half hour coffee stop (and dont get me started on these people's parking inabilities!)
I will conduct a similar survey when I fly to toronto in a couple of weeks.

i have asked my self this same question and i keep coming up empty,its kind of aggravating though when your in a hurry and cant pass either way,i think some people don't know there supposed to be in the right lane if there going to drive slower,it all goes back to knowing the traffic laws ,and being a good driver,but its dangerous to get in traffic like that and hold it back,there may not be an answer to your question,good luck i hope this help,s.

I don't do this myself, but I have read in the paper, overheard, etc. that people do that to slow down people who drive fast. In Illinois, it's illegal to sit in the left lane and hold up traffic behind you. It's too bad that the state troopers are never around to ticket these people.

They have this mentality that they pay taxes to own and use whatever side of the street they desire. Some of these other responders hit the nail on the head. I will add to it by saying.

Kill me if I ever get that bad I need to occupy the fast lane without whipping by you.

Because they're idiots. There is no good explanation for it. These drivers just drive slow in the fast lane for spite. They have no concept of "sharing the road."

I wish I knew. They obviously don't grasp that they are creating a danger and an annoyance to all other drivers around them.
