We all played in sandboxes when we were kids, and we're all still here to tell about it. I would think that you would be able to tell at a glance if the sandbox is a junkpile full of cat feces, or if it is well kept up and sterile for the children to play in. Use some common sense.
If you don't see any kind of maintenance performed on the sandbox, like cleaning or replacing the sand, then keep your daughter out of it. But if it seems clean, is covered to keep cats out of it (or other vermin, not that cats are vermin, but you know what I mean) and is well-maintained, then I would see no problem.
Kids love to play in the sand, and as long as you make sure to wash her hands thoroughly (sing "Twinkle Twinkle Little Star" while washing to make sure she's washing long enough), then there shouldn't be any problems.
Again, though............if it's not well kept, like if there's feces in there or any other kids have gotten sick from playing in it........stay out.

It should be O.K. The sand put into the sandbox is sterilized white beach sand, available from building supply stores. Every once in a while they are required to replace with new batch.Make sure no dangerous sharp objects are hidden in there and that animals and kids don't urinate in there. (or put in other unwanted items)

If the area is looked after properly - there may be a problem with used syringes lying under the sand - or cat pee. Make sure you supervise her playing. Always wash her hands afterwards.

cats tend to pee in sand boxes and can be an excellent place for a child to get worms - make sure that she washes her hands and under her nails after she plays in the sand and get her to wear pants while playing. Sand is fun and children will get worms at least once in their life - let her have fun

If the sandbox is kept covered when not being used as intended it should be alright. However if it isn't tended to properly and cats get into it I'd keep my child out of it.

it should be fine, i cant see why not, but i would still keep an eye out as kids have a habit of putting things in their mouth and cats use sand pits as litter boxes and not only that sand is awful if you get it in your mouth but seriously it should be fine

Of course a great way to build development and social skills if the other kids are there to. Just watch her so she don't try and eat it. I don't believe it will digest good and it could make her sick not only that I am sure it wont taste great.

It should be, so long as they don't have cats wandering in and out. Just wash her hands good after.
