but don't know what setting i have to have in my computer and tv

To watch TV in computer ,you should use a video card in your computer.The incoming TV cable signals are allowed to pass through that card and corresponding demodulation may occure in the card.

You either need a tv that can handle the video connections on your computer or....

1. Buy a converter and convert the signal to one that your tv will use
2. Buy a video card or video output device to put in your computer that has the video connections that you need.

I personally have an ATI All-In-Wonder video card. I hook my computer up to the tv, the dvd player or vhs to my computer, I watch tv on my computer as well as listen to the radio.
In other words I can hook anything up to it, or it to anything.

And in response to the comment above....
You do not need picture in pic to connect a computer. Just a video input like RCA or S-Video, stuff you use for your dvd or vhs.

need to buy a monioter that can handle a picture in picture and switch between tv and cable; try best buy
