The thought of a watered down beer is not good. You can cool it fairly quickly by mixing salt/ice/water and putting the beer bottle/cans in the mixture.
The salt lowers the freezing point of water, making the salt/ice/water mixture colder than just plain water/ice.

Sure, it ain't so bad. If you must do it, try slipping the ice in a zip-lock sandwich bag, that way you have the "cold" but no water in your beer. Now some folks have those plastic cubes (not me), and I'm sure that those work a lot better.

Well depending on how much you care about the flavor, beer will get skunked if it was once chilled, then put back to room temperature. WAS the beer cold originally?

there is a type of beer that can appropriately be served over ice.
Wheat beer, many have a lemony or clove taste, can be served over ice. I wouldn't use too much, but in beer circles this is appropriate.

Sure, right before I drink a nice glass of wine on the rocks...I wouldn't do it. It would just get more watered down than it already is.

Unless it's hard cider (Magners, Woodchuck, etc) suck it up and drink it warm.
