Well I'd go with SCCA since there are mor events sanctioned by them from parking lot ralleys to races.

i guess thats a tough one.I.M.C.A. is a great dirt track orgaization.WISSOTA is big here in the mid west. I feel USAC is one of the most influential. I dont think any of them are more important, just better known.It all depends in if driving skill, or car technology is what you are looking for.i think the less tech the cars are, they have to depend on skill more than say a F1 car.

Sports Car Club of America or S.C.C.A.. you can go autocrossing for basiclly nothing. 25 bucks and a helmet will get you going.
