u r doing the right thing by taking an oil massage b4 bath and applying a moisturizer afetr bath.
but are u sure u r not using a too harsh soap?
use a glycerine based soap or avoid using soap all togethr and try the indian traditional bath powder.that may help a little.
if still ur skin appears dry in an hour thn there must be some other underlyign cause such as...
1.severe vitamin deficiency.
supplement ur diet wth lots of fresh vegetables and fresh fruits too.
take A&D and also b complex regulary.
2.could be some hormonal imbalance( thyroid)
but nothing to worry.consult a doctor and get the investigations done.and get the treatment as per ur doctors advice.

Skin Exfoliation is a cosmetic technique aimed at improving skin's appearance by removing dead skin cells from the surface of the skin. Removing excess dead skin cells can reveal the younger and healthier-looking skin underneath.
Cells turn over at a faster rate providing a healthier glow or look to the skin. The age of 28 years the body is consider full grown or mature following years and months show the body on a decline or aging pattern. People in this category need to use exfoliating skin products that stimulate the body to behave in a younger fashion.
There are three types of exfoliating skin products.
Manual or Mechanical
Enzyme
Chemical
Manual or Mechanical
A topical skin exfoliating product applied to the skin which is manually moved across the skin's surface with fingers or applicator (buff puff, a washcloth is a manual exfoliater for any skin type). Dead cells are forced often scraped off the surface with mechanical or physical friction, pressure and strength.
Here are a couple of sites I have found to be very informative. I've
used this site to work on my flaky skin.

It sounds like you have eczema, which isn't as bad as it sounds. Use lukewarm water in the shower, with a moisturizing soap. Don't scratch! If it itches use a cortizone cream, generic over the counter stuff works fine. Oatmeal products are also good for dry itchy skin.

you need to drink plenty of water to hydrate your skin. Winter is very hard on your skin. You need to get unscented oil such as (Cameo oil ) you can order this from your pharmacy at any walmart. After you shower, while Your still wet, Sponge oil on and DO NOT WIPE OFF! Let yourself airdry. Also try not using extremely hot water, it depletes your skin of moisture. If your skin is still too dry definitly see a dermatologist.

First of all drink lots of water or fluids. Consciously include fruits and vegetables like watermelon and cucumber in your diet. Do you take bath in hot water, if you do so then stop as hot water strips your natural body oil. If all this fails then show to a homoeopathy doctor.

You need to drink more water. I have always had dry feet and hands, and when I am drinking eight 8oz glasses of water every day, I found that I don't even need hand lotion.
It is possible that your skin is dehydrated, and water will help from the inside out!
