Hi, Although lots of people seem to notice this behavior in their cats, it's not really known why this is. There are a couple thoughts:
1) Apparently cats pawing around their dish (maybe in water too?) is a trait that goes to wild cats covering up food so competitors can't find it
2) Another guess is that cats prefer moving water over still water
3) Yet another guess is that pawing it helps them to make it move so they can see it better and don't get there face wet. However, if this were the case I think they'd feel with their whiskers, but I don't really know.
I wouldn't worry about it, and hope this satisfied your question!

My cat doesnt drink from a bowl so his thing might be differant. He drinks out of the bathroom sink, and he has to play with and pop the bubbles in the water before he drinks, it is funny too. He sometimes drinks out of the toilet too, and he likes it when its fresh so he paws at the water on its way down.

I've heard that pawing at their water goes back to wild cats. They paw the surface of the water to move the algae, etc. away so they can get to the clean water underneath.

lol!!! That is so funny!! My cat is sticking his paw also in the water, but because he doesn't want the other kitten to drink water while he is drinking.

Some cats like to amuse themselves playing with water, whether it is in their bowls or in the sink or elsewhere... as long as they see there is no danger of having their whole body wet! Most of the time, they do this when they are kittens up to a year old. Then they mature or ahhhh acquire more sense ... then they stop.

It sounds like your cat has got bad eye sight and can't tell if the bowl is full or not.
