That depends on the year. The 400 big block was available in Chargers from 1971 until 1978. In 1972, the 400 ci V8 was rated at 200 net horsepower (~250 - 260 gross hp). It was not a very popular engine because the lighter 340 produced 275 gross hp and even the 383 4-bbl would produce 290 or 335 gross depending on year.

Most people either chose the smaller, lighter 340 or the bigger 440 with 375 hp. The hemi was an option in Chargers and was conservatively rated at 425 hp for insurance reasons. Actual dyno testing on stock hemi's at that time showed that they produced closer to 560 horsepower.

I found a website that covers Dodge Chargers from 1966 to 1974. This site gives engine sizes, horsepower and some quarter mile times for each year.
The new Charger puts out (2007) :
6.1 L Hemi - 425 HP / 420 Ft*Lbs Tq
5.7 L Hemi - 340 HP (R/T) 350 HP (Daytona R/T) / 390 Ft*lbs Tq

a 70's 400ci engine produced about 260 hp

For a 2 barrel I would say 170-190bhp, for a 4 barrel I would say 190-220bhp.
