and strings coming down from their belt. Does it mean anything?

Your right - it sort of is a uniform. It reminds us of who we are and where we belong. It keeps us back from doing things that are innapropriate bacause people will see us and know that we are Jewish. It keeps us united.

There are two strings that you could be referring to. On is tzitzis which is a four cornered garment that has strings attached to each corner. It is one of the mitzvos that G-d commanded us. We don't know his reasons but we do have to listen anyway. This mitzvah is called a "chok" it does not have an intellectual answer to it as others do ex. honoring ones parents.

The other string that you could be referring to is called a gartel. It is a string that you put on around your waist - sort of like a belt. The men put it on for prayers. I think it is used as a symbol to divide the upper half of the person - spiritual with the bottom half - materialistic.

There are diff. sects in Judaism. You can wear the black and white , or you can wear jeans. Its a bit of a measurement of where you are, religiously. A Jew who has a girlfriend and parties on saturday night is not gonna dress like this. This is an Orthodox way of dressing. And the strings are called tzitzit and are mandatory for every Jewish male. However, some choose to tuck them in. Again, this is a measurement....

the strings have a biblical source, but basically it has come down to a Uniform.

oh also not all Orthodox Jewish men dress like that.

I as one do not, though in the past I have.

It is more gratifying to adorn the soul than the body which contains it.Those 'strings' are actuallt a fringe on the vestment called a tallis.It was so mandated by G-D that we should wear fringes on our garments.The finer points of this are in the Bible."Link"
