Not if you call the police and have the vehicle ticketed.
In fact, that may be the only way you can go as most towing companies wont except the liability of towing a vehicle that is not yours, and the owner is not there to witness or sign for.

If it is not your car then the tow truck driver can legally not touch it. You will have to call parking patrol or police to deal with it and have them have it towed. I've had to deal with this when people park infront of our bay doors at the garage I work at. For a wile my shop had a tow truck and we would bring it out infront of all the other shops and start setting up and usually the driver would come running out and move it, but there were the odd times wehre we would move it and put in the middle of the road way in the parking lot so it pissed off everyone and it was usually towed or ticketed withen a matter of an hour. Infront of our shop doors makes it so we can't get customer vehicles in or out of the shop and we lose moeny that way, and customers too from them getting annoyed at us. We would have to talk to our land lord and have him deal with it, usually taking a cupple of days, and overall useless. Call parking patrol or if you know whos car it is, find them and tell them to move it. a tow truck can not legally move a car if the owner is not there with it. Thats what its like in the area I'm in, it may be different in your area.

If you call a tow truck then you'll have to pay the bill. If you called the police and tell them, they'll send out a tow truck and then the offender will have to pay the cost of the tow, storage fees, and maybe court costs too.

it incredibly is a criminal offense for everybody to dam a driveway. i become a police officer and yet another cop slapped a value ticket on my automobile once I had it in front of my driveway. What you do is call the police dept., tell them you're calling a tow truck to eliminate the automobile and you like an officer there to maintain the peace as you experience you would be attacked...they could come lower back.

If the car is on your property you can have it removed regalrdless of who it belongs to. Generally the tow company will hold the vehicle as collaterale and if the owner doesnt come to get it in a specific amount of time they have the right to sell it at auction so they generally wont hassel you about the bill. If it is on public property just call the police and they will move it.

You need to contact the police to have it towed. Now the burden is off your shoulders. If you know the owner ask him politely to move it. If you have some fear then go directly to the police. They will take care of the problem for you.
