I know that drinking plenty of water everyday is very essential for having good health. I dont know whether it reduces bumps or not ,but I am sure its not harmful.

Water is always great for not just your skin, but all your organ health. Skin is the largest organ.

As far as the bumps you describe, try exfoliating with a gentle facial scrub. Dead skin cells as well as other environmental factors cause those bumps which are clogged pores. Exfoliating 2-3 times per week along with general hygiene and drinking lots of water and limiting alcohol, caffeine and soda will clear up your skin in no time

Drinking lots of water in general will help cleanse and clarify your skin but its not an overnight miracle and it might not get rid of everything. It would take probably upwards of 2-3 weeks before you saw any results. And it would have to be about 8 glasses of water a day

Drinking lots of water will not clear acne. You need to see a doctor to get some prescription strength medication.

Those are pimples that have formed into black heads you should use tweezers or your finger nails and squeeze them out it will clean your face up much better then creams because creams only penetrate surface blackheads and pimples and not the ones that are deep or have gone bad.

I don't know about the bumps but definitely water is good for your skin because it needs hydration.
