Open any folder and at the top it should have File - Edit Etc. go to Tools and select Folder Options. Click on the tab labeled View, on this window you should see "Hidden files and Folders" in the list labeled "Advanced Options" and 2 options below it, select the one that says "Show hidden files and folders", hit apply then OK.
You should be able to see the file you set as hidden now, it's icon will be faded to denote it as hidden but it'll be selectable like usual so you can un-hide it if you want.

I asume you are using Windows XP. Click Start> Control Panel. switch to classic view if you haven't already done so. next click Folder Options>View...scroll down untill you see Hidden Files and Folders. Select show hidden files and folders. Click Aplly then OK...now your Hidden Folder should b in your plain view.
another way to view your hidden folders is open my computer then select Tools, Folder Options, then continue with the steps above.

Click on tools, click on folder options, click on view. Scroll down to hidden files, and tick show hidden files. Go to the file you want, right click, and select properties. Untick the hidden box.
then go back and re-set the folder options to not show hidden files

if you can still see the file right click on it and select properties and uncheck the hidden box. If the file isn't visible goto my computer, goto tools, folder options click view, and click the circle by show all files and folders, then do the above procedure to remove the hidden box.

You could use the search for hidden files or open folder options in explorer and set it to show hidden folders.
