I live in oklahoma and we have a couple of casinos that do not serve alcohol and they allow the underage folks in.

Yes, California. Some of the Indian Casinos in California allow 18-20 to Gamble.

If you can, it would be in an Indian casino on Indian Tribal Land. Here in California, back in the mid 1990's and prior, one Indian Casino I went to a few times did not serve alcohol and allowed 18 year olds and up to gamble. I heard recently the same casino at some point started to serve alcohol and raised the minimum age to 21.
(Alcohol being served on an Indian Reservation is interesting to consider since many American Indians are supposedly prone to alcohol abuse. That's why this particular casino didn't serve alcohol at the time. (I think.) It's interesting that they now do, even though a majority of the patrons are not American Indian.)
Anyway, back to the topic at hand. Another Indian Casino in southern California, which i believe is Morongo off Interstate 10 near Palm Springs allows 18 year olds and up to gamble. (A young guy, 18 or 19, who I used to work with said he gambles there.)
So your best bet: Locate the Indian casinos near you on the Internet (if there are any) and ask what's there age minimum. Forget about Casinos off Indian Tribal Lands. (Such as in Las Vegas and Atlantic City.) Those definitely are 21 and over by Federal Law.
I would warn you about the ill's of gambling, but I'm not your mom.

no: in the State of "Nevada you cant gamble until you'd turn 21yrs
old and Other casinos here in California too excpt one called
Palma " !

it depends on the casino..if it serves alcohol..21 if it does not then maybe 18....i think...
