if you have to make a guy want you, then he probably isn't the right guy for you. if you ran pursued him and he eventually "gave in", how will you ever know for sure that he "likes" you because he likes you (vs. he "likes" you because he knows you like him). you shouldn't have to MAKE a guy want you. he should want you because he does.
i know this probably sounds like an answer from an "old" person, and it doesn't really reflect high school relationships. but, trust me, it's the right answer. :)

I'd dump him asap. If he likes another girl and she him, WHAT ARE YOU DOING??? Real love doesn't play games or have wandering eyes, it's committed and hard work. You MUST see this as a red flag, a deal breaker, strike three. Your young, i'm guessing, you shouldn't even be considering a SERIOUS relationship that is going to cause you insecurity. Have fun, don't become overly invested in this, WHAT? you can't flirt? Move on, the writing is on the wall and it spells trouble. Do yourself a favor and cut the guy loose, if it is destined to be, it will run it's course and he'll be back. But why you would take him back only you can answer.

There is no definite answer. What works for some guys will not work for others. Some guys like to do the chasing, but some guys may be to shy to do the chasing. The best strategy, imo, is one of alternating pursuit and withdrawal. Shower him with attention, talk to him, laugh at his jokes, tell him what you admire about him. Then, suddenly, withdraw, be cold, ignore him and begin flirting with one of his friends. This will throw him into a state of confusion and will make him want to pursue you in return.

ladylike is absolutely right. Guys need to feel the thrill of the hunt. It will totally bug this guy out once you stop chasing him all together. He'll want to know what happened and why you no longer want him. It will intrigue him and he will chase you (as long as you don't take the first tiny morsel of attention that he throws to you!) Do yourself the biggest favor of your life and read "The Rules". I'm totally serious, take it from a girl who always did the pursuing and is now very happy in a relationship where I NEVER have to do any pursuing or chasing. I don't even call him! He always calls me, though..........Good luck!!

Guys like to do the chasing. So stop chasing him. Be elusive. Just out of his reach. If he doesn’t start chasing you then he is not interest. Move on. You look like a cute girl; there are a lot of boys out there that wish you would notice them.

First off you can't "make" a guy want you. And if he's not interested, despite knowing of your interests, then just MOVE ON.
However...
1. Guys do like to do the chasing, and playing hard to get is often pretty successful.
2. Guys also like girls who are self-confident. (Now that doesn't mean you like turn into some feminine Nazi or something, though.)

YOU!! I don't think that you should have a problem getting a guy, but if the guys does not seem interested, move on. Life is way to short to stop having fun at 16. Just a suggestion. You've already made it known that you are into him. As crazy at this may seem, now back off a bit. this accomplishes 2 things. 1, it distances yourself in case he does not feel the same, and 2, if he does feel the same, it puts the ball in his court.

Nothing...you shouldn't have to do something special to make a guy attracted to you. A guy should be attracted to you for how you are everyday, perfect or not, not some facade that you put on to get him to notice you. Sorry but don't try so hard!

Play hard to get give him a little tease and then if he starts doing the same make him think your not interested. its the only way. if yo give in too fast you will lose him.
