Karma does not directly effect what exactly happens. An example I read...although this was a Hindu not a Buddhist explaination, is this.
Say that you are supposed to have a bad day karmically. Let's say you live in a society like Norway where violence is not tolerated at all, guns are heavily regulated, etc. On this day that you are supposed to have a bad day you go out and go skiing. There you might fall on your skis and hurt your legs and voila your karma has been played out. However let's say you live in the US where guns aren't as heavily regulated (varies from State to State) and in a society where some violence is tolerated (to a degree...especially in entertainment like movies and video games). Then here your karma might play out your bad day with you getting robbed, mugged, or if the society you live in looks the other way a lot on such crimes...raped. It's not that you deserved the exact bad things that happened to you, it's that karma is playing itself out through the society in which you are born. A society that tolerates dumping toxins into the air and water is going to generate children that have certain health conditions related to the toxins found around them. It's not that the children deserve to get those health conditions or even illnesses, it's just one aspect of the reality.
And it's really actually rather important to make an important point that most Hindu teachers and all Hindu sacred texts make: karma is neither good or bad, it just is. Good and bad are perceptions and judgements made the one who experiences the karma. And most karma isn't fixed....meaning that you can actually shift your karma. How? Doing certain religious rituals is one way. Going on a pilgrimage to a sacred site (the pilgrimage itself, not the site, is said to be such a large sign of selfless sacrifice that much unfixed karma can be released from you so it doesn't have to play out later). Performing selfless service to others is another way. And there is much more.
And it is always advised by Hindu gurus that we never make the comparisons of who is and is not morally superior. The reality is that all of us are on the spiritual journey and each of us are at different places in that journey. We all move at our own pace back towards the Cosmic Oneness (God). We shouldn't spend our time judging who is and is not morally superior, but instead should stay focused on our own spiritual journey. To keep our focus on the Divine and do the best we can to structure and live out our lives to help advance us towards our spiritual goals.

Sorry i believe karma happens in this life, not so much carried over from another life.
So things get dealt with in this life, if you know it or not, you don't know another persons karma that needs to be dealt with.
The only thing i believe is carried over from life to life is our soul, and the lessons we need to learn.
And you cant say you know what that person needed to do or learn though that life, its not for the other person to know.
Its for the person themselves.
And they know at the time, i believe this due to my own near death experience.
So what you send out into the universe is sent back, not exactly the same as you sent but similar. be it good or bad.

Being rich doesn't make you a nice person, and being poor doesn't make you mean.
Even with bad things in life, you need to learn to over come them instead of wallowing, otherwise you're doomed to stay that way, both in this life and in the next.

Karma is karma. It has nothing to do with fair. It is an universal law that simply states you will reap what you sow. If you are unkind to children, animals and senior citizens, somehow the universe will find a way to turn on you and bite you on the bum.
