What is the usual time frame to return a text message or a phone call?

What's the time frame..when JUST Starting to get to know each other should a person return a text message? Or a phone call before you write them off as being a jerk or rude?

I would say that 24 to 48 hours is ok. Much more than that and you have got to wonder how interested they are.
