Was the rampage in the Utah mall by a Muslim a hate crime or an act of terrorism? Or was it jihad?

I'm not sure we'll ever really know. He was a Muslim, but his family say's he had no affiliation with radicals. So does the local police and FBI. But I doubt we'll ever know for sure simply because if it was an act of terrorism, I'd expect the authorities to deny that fact to avoid other Muslim kids getting the same idea. It's a Catch 22 damned if you do, damned if you don't type deal.
