No encourage the 13 year old to make good friends rather than date 13 is too young. But i remember going out with boys in primary school but you didnt see them out of school or even touch them for that matter it is all a bit silly but harmless.

No that's too young its ok to have a casual biyfirend girlfriend nothing serious like going to dinner or anything.
