First off, I didn't actually sign up, but the guy at the table was asking people to electronically submit information for free pizza claiming that when the card comes in the mail you just can cut it up before you activate it. What are possible negative consequences of this if any?

The biggest negative consequence is what can happen if you DON't just cut it up when the card comes, but use it and get into debt. I assume you're a college student. You'd be a prime target for credit card companies, who hope that the temptation of having a credit card available to you will overcome your common sense.

Don't bother with that stuff. Credit cards can get you in so much trouble it's not even worth bro! A pizza, t-shirts, Frisbee's and whatever don't ever equal what you will pay in finance charges and annual fees (if they tell you about them) on even small balances. Take my advice and just walk past them.

Yes, there are some negative side effects. You just lowered your credit score, by allowing the company to run a check on your credit report (an inquiry).
