Tactical weapons are completely useless against guerilla warfare and insurgencies. The Battle of Stalingrad in World War II attest to this. The more superior-equipped German forces lost to the ill-equipped Russian forces in block-by-block and house-to-house fighting. The Vietnam War was another proof of this case. The better-equipped American forces lost to the barefooted but tenaceous and determined Vietcong guerilla forces. The Iraq war is also being fought in this manner.

American tactical weapons are useful only for high-value targets like enemy command-centers, military installations, air-bases, naval-bases, supply depots, etc.. The insurgents clearly doesn't have any of these. The insurgents employ guerilla tactics, hit-and-run attacks that are very fluid in nature, and use only hand-held weapons and booby-traps (IED's).
