Although an antibiotic cream like bacitracin or Neosporin will help with an open wound, a flea bite (like other insect bites) is a tiny puncture wound with saliva (or venom) in it. This is what causes the swelling and itch. The antibiotics don't penetrate the skin very well, and will only keep it from being infected.

The best thing for flea bites, mosquito bites, or poison ivy is to keep the area clean with gentle soap and water, then apply hydrocortisone cream to the site three or four times a day as needed. This slows the inflammation which causes the discomfort. Just watch for infection (worsening pain, swelling, redness) and see your doctor if these occur. And for heaven's sake, get rid of the fleas! =)

Any topical antibiotic will do, and the type with an anti-itch medication would probably be an added plus. Neosporin makes a version with a topical anesthetic that helps dull the itch nicely, but there are also generic versions available that are just as effective. Simply go to the local pharmacy and ask.
